You go up to the top right hand corner of your Facebook, and click 'Account' then scroll down to 'Privacy Settings'. When it comes up with the page, scroll down to the bottom and click 'edit your list' under the block list category

the people you blocked will be listed under and besides their name it will say 'unblock' click on it and you're all done

but... you'll have to send another request t to them if you want to become their friends again so meanwhile you will not have them on your list of contacts a.k.a friend list.

In response to the question. I believe that it means that the person in the picture that has a black ribbon has died. This answer is based on what they do in class yearbooks. If someone died before graduation, they would black border it, or, depending on the school, they would use a ribbon. To know for sure, you could ask the person who has the page that the picture is on.

im guessing that you mean the notifications sent to your email in which case you go to account settings, notifications and it should say something like 'facebook will send you notifications when...' and un-tick all the boxes underneath. remember there is two pages of boxes

If you mean while you are chatting? If you want to do a smiley and it comes out like a yellow smiley and you want it to just be a smiley in black print you either need to put the smiley like this:
