The president has very little to do with the running of the country he/she is merely a person seen as having the top job, congress has all the power and any of their friends in high places, obviously any new acts or laws will always be voted to mainly go towards how it can make the rich richer. and poor under control

The growing margin between the super rich and super poor demonstrates this. In order to have a just, fair and healthy country to prosper you must have a majority middle class, the term greed is good has become ingrained into American way of life, both financially and socially, and is destroying the US it use to be.

It doesn't help also that major corporations are wiping out middle America due to big business, ma and pa shops in suburban areas which drove up communities are nearly extinct, so people have a hard time making it on there own unless part of a huge business and then most of the profit will go to the CEO and crumbs for the employees, "coff" Walmart "coff".

How have governments of richer countries have tried to cope with changes in population structure?

China is a country that has controlled their population using the One Child Policy. The reason why they did this is because their population had been increasing initially as the government had encouraged this however, this increase in population headed towards a famine in 1959 till 1961 which killed 35 million people. This increase in population was growing too fast to be sustainable therefore, in order to avoid a future famine; the government introduced the OCP which would hopefully control the population to a minimal.

There were many rules in China under the OCP which families had to maintain in order to avoid sanctions. Some of the rules which benefitted the Chinese if they followed the OCP is that they would receive a 5 to 10% increase in their salary for limiting themselves to one child and prioritising housing, pension and family benefits including free education for the single child.

However, if families chose to disobey the rules of the OCP, then they would receive a 10% salary cut as well as having fines imposed and families would have to pay for the education for both children and healthcare for the entire family.

The OCP stated that the couples must apply for a certificate before they were allowed to have a child and women who became pregnant the second time were usually forced to have an abortion and were offered sterilisation.

Why didn't the colonists support the idea of a strong central government?

The United States Constitution is akin to an international peace/defense treaty between independent nation-states. The biggest fear of the Founding Fathers in melding The Colonies into single nation was that one person would be able take control of the entire Republic, so they developed a stringent system to avoid take over by any one branch of government or individual.
The original colonists came at different times and for different reasons, and the political cultures that developed around those initial settlements reflected that. When the Colonies began to resist British attempts to reassert authority, their only chance for survival was to band together and function as one national entity. However, none of them wanted to be subjected to each others politics when it came domestic affairs, and thus the Constitution was written to create a system in which the state and local governments would be nearly autonomous in domestic affairs, but if threatened, could rely on the whole of The Republic for defense.

The Founding Fathers were strongly influenced by The Enlightenment, and instilled social values, such as the separation of Church and State and the belief in personal autonomy and self governance, which were rights granted to citizens as a condition of unity. They also feared usurpation, whether by a branch of government or a power-hungry individual, so they installed a system of checks and balances to ensure that the levers of power could never be placed in one individuals hands.
