The French in north America is constantly under pressure by English by the media and by the corporate and bigotry from the ROC. Before the law, every sign was in Quebec was in English only and the worker where often forbidden to speak french at work event if only the boss where anglophone and all other where francophone. High education where also mostly English. The goal of Bill 101 was to grant French service to all Quebec what ever the provider is an English or french company. And to be able to live in french in there own province. Also to avoid assimilation by emigration the bill limited the English school to English ascendant or have a sibling already register in an English school.

Why doesn't the government help the poor people?

Because the government wants their votes. Trillions of dollars have been spent to "help the poor people", but it just doesn't work. Never has, never will. All it does it make the poor people dependent on the government, so that when the first Tuesday in November rolls around, they will all vote for the Democrats. If the government really wanted to help poor people, it would cut off the welfare checks and make them get off their lazy butts and work for a living.

The basic idea is that the committees are groups of elected officials with specific expertise or connections with the know how or connections to achieve the goals or the committee they are on.

When an important issue is brought up a committee is used to iron out any wrinkles in the plan. Then if it passes it may go to the floor. Now going to committee first actually saves a lot more time than waiting for up to 400 people argue for months over every single issue.

So ideally this helps legislatures focus on the important issues. That is the theory anyway. You decided if it works or not.
