Can a government legislate morality by mandating certain positive behaviors?
Conformity to the mandated moral laws requires constant observation to detect non-conformity to said laws, and then swift punishment of the violators.
Delayed punishment, unpunished violations and no consequences for violations only encourages further violations of said moral laws.
Morality can be mandated by making it in the best interest of the people to follow common sense morality.

The rest of what I am going to say is my opinion.
I believe an ideal form of government is a democracy with strong conservative values, like America was intended to be, but isn't always. I also believe in a limited system of franchise, in which people must prove themselves to be worthy to vote through a test that assesses their knowledge of the Constitution and history and their ability to apply both to modern issues. I do not belive in trial by jury, I think a judge can render fairer verdicts because of his experience with and dedication to the law. I am a believer in the Bill of Rights, including the Second Amendment which states that civillians may bear arms. The government should be small and have low taxes. This is my theory of ideal government in a nutshell.
When a government keeps someone within the society from hurting someone else, it most directly accomplishes the purpose of order.

Any monetary bill must be introduced by the House of Reps. Committies such as the Budget and Commerce Committee also handle ficanacial policy
What makes some governments good and others bad?
Being an American I speak from the bias of loving freedom. A good government protects the people of the nation. A bad government rules over the people with use of fear tatics, bullying, oppression and removal of the people's rights and freedom. A good government represents the people. A bad government protects itself. A good government does not execessively tax the people and uses the tax funds to care for the country. A bad government excessively taxes the people and uses the funds to keep for themselves and not benefit the people.
These are condsidered good forms of governments: parlimentary with elections, republics and ferations with elections, socialism with elections and benefits the people and monarchies that benefit the people.
These are considered bad forms of government: fascist governments that oppress and harm the people. Nazi type governments that harm people, keep the tax funds for themselves and have an evil ruler, Communist governments with a evil ruler such as Stalin; or the current ruler of North Korea where the people are restricted severely and suffer severely; and monarchies or dictatorships where the rulers benefit themselves rather than the people, such as when Hussein ruled Iraq.

What do you sacrifice for government authority?
You sacrifice the essence and existence of Democracy which is the Foundation of freedom which enlightens the human spirit. The Government is an elected body run by it's Citizens. If the Authority is diverted away from the people, the masses, the Citizens then you merely sacrifice everything that defines and celebrates humanity; freewill,free thought,free exploration and discovery. Wouldn't it be humiliating if we were the generation that spawned that era? Authority is a gentle term for power. Power must be carefully monitered and ideally divided because if not carefully allocated, human nature is designed to obtain it. What helps us, our desire to evolve makes us powerful. If that power is misallocated it can destroy us. and acheive it could destroy us corrupted by its desire for power. Like a drug, the desire for it grows stronger with each use until its out of control and you would do anything to obtain it. These addictions afflicted to humans are worse that cancer. At least we can evolve to acknowledge it, accept it, and attempt to control it. Of course we are a long way off yet, not even being able to admit it. I don't know why people are so fearful of the cons that go with the pros of humanity. Our animalist, biological need to evolve and improve our existence is greatly appreciated, at least by me. So corruption of power is a side effect, its worth it, luckily we know it so it can be controlled now. If we aren't conned out of the power we hold. Human nature really, if you believe and accept that, know that, is difficult to resist Be very careful of the lure to exchange power for a promised security or comfort, it is a false promise because nobody will protect your interests except you, unless of course your interest increases theirs.
