There are several ways you can be part of government. In your local area you can run for city council seats, county council seats, school board members, and mayor. There is also state positions you can run for an office or take a state job. Nationally, there are offices you can run for in the House and Senate or you can become an aide to a Congress man/woman. Joining the military is another means to become part of the government. As you can see there are several ways. Most of these require experience and education.

It solved the problem of representation in congress because the house of representatives was based on proportional representation (# of representatives based on population) which made the larger states happy and the Senate was based on equal representation (each state got two representatives) which made the small states happy. So each state was represented.
