It is possible, even for a postban receiver, under a specific set of circumstances. You would need to obtain an NFA Class III tax stamp to purchase a registered trigger group, sear, or lightning link, and the person actually doing the conversion would have to hold a Type 7 FFL with a Class III Special Occupational Tax stamp (as well as a CNC milling machine, as the parts do not simply drop in).

COLT has been making the AR-15 for many years before everyone else started making them, so I would have to go with Colt. Yes, they are really expensive, but they know what they are doing since they are the original makers of the AR-15.

If you don't want to spend that money, I would go with a DPMS or Bushmaster. I have a DPMS and love it, but I still think Colt will out-do any AR-15.

Hate to burst your bubble, but there really aren't any AR-15 manufacturers left in the US. Nobody manufactures every component themselves - not even Colt. Their receivers are outsourced to Continental Machine Tool, who also manufacture the receivers for Wilson Tactical, Noveske, Century, Rock River Arms, Smith & Wesson, High Standard, and several others.

Lewis Machine Tool manufactures receivers which match any receiver made by Continental in quality. They manufacture receivers for LMT, Knight's Armament, Barrett, Armalite, and others.

And, like it or don't, no forged receiver is going to be build with the same quality and durability as the billet lowers made by POF, Daniels Defence, Sun Devil/Hero Guns, etc.

An ar15 as a semi automatic rifle, 16" barrel, can be purchased just like any other standard fire arm, depending on laws and regulations in your state.

For any other versions, be it shorter barrel, and or automatic fire, no longer making it a standard firearm, additional permits and licenses are required.

DPMS, CMMG, Armalite, Bushmaster, Double Star, Stag Arms... all make AR-15s of comparable quality in that price range. If you go used, you can often find higher end brand under 1k, as the market is flooded with ARs currently, although most of what you gain with those brands is unnecessary (chrome lined barrels, tedious gas key staking, etc.)

A quick reading of the Ohio gun law discloses NO specific prohibition by either manuracturer or type. This refers, of course, to the civilian version of the firearm, NOT the fully-automatic-capable military version, for which a federal license is required.

Definitely not Colt. For an assembled rifle, the cheapest you'll find is probably going to be the "bargain bin" rifles from CMMG. They sell for $599 (plus shipping and receiving).

How much you pay depends on what you want.. if you want a chrome lined barrel (which is going to be a bit pointless), that'll cost more, for example.

If you have the know-how and the tools to build one up yourself from components, Del-Ton used to (and still might) have a complete parts kit (minus lower receiver) for $450.

Check around gun shows and gun shops for used rifles, as well. There is a glut of AR-15s on the market, and sometimes you'll find some smoking hot deals.

Either you have a DPMS rifle, or a PWS rifle. DPMS makes several different models of AR-15, and value can range from $600 to $1500, depending on the exact model and features.

PWS, on the other hand, is a different matter. PSW manufactures higher end gas piston and direct impingement uppers, which typically sell new for $1500 - $2000. Overall value of the rifle would depend on what lower and accessories you have.
