The proper bat rolling technique requires rolling the bat perpendicular first, followed by a controlled parallel roll. There are companies out there that will only roll your bat perpendicular, the problem with this technique is that perpendicular rolling does not roll the entire bat evenly. This is where the controlled parallel rolling comes in. The bat needs to be rolled parallel to ensure that the fibers are stretched evenly across the entire barrel leaving no dead spots. Why are most ground balls missed in baseball?

The college age kids and younger always use aluminum bats for safety reasons.... see if the wood bat snaps then pieces could fly in a kid's eye or cut them this may give a child a fairly sever injury

But it also has to be Little League approved. That is the unknown. I know for non-wood it has to be tested (BESR) and have a BPF less or equal to 1.15.

How can you tell what a good bat is?
Swing it in live batting practice. Just hitting of a tee will help, but you will never know for sure until you hit live pitching. But definitely try it out in practice, not in a game. Hitting live pitching will let you know if you can swing the bat and hit a fastball, but still hold up and hit a curveball or changeup. You want to be able to have good bat speed, but a bat too light will not provide much power.
