The green pepper is harvested before completely ripening. The reason for the price difference between colored and green peppers is the amount of spoilage that occurs as you allow peppers to ripen. Ripened peppers have a very short shelf life compared to green.

I think there is a problem inherent in the question. I have noticed that in America, the question makes sense, but in Europe, typically all colors of bell peppers are lumped together at the same price. I have always assumed this was due to the above statement, where in the US the price difference is due to the general nature of distribution and supply demand incorporating shelf life, where as, in Europe there is not as much market force, since most food is grown/sold somewhat locally, and the pressure is not that, since all the produce is typically 'fresh'. More feedback welcomed.

Fruit always sets on flowers with female parts. Pepper plants have flowers with BOTH female and male parts, but the fruit (peppers) do not have a gender. Difference in number of lobes is due to the variety of the pepper.

When cooking pepper, start by cutting off the pepper stalks. Remove the carrot ends and dice the beans and peas. Next put some oil and start heating it. lace the carrots, mushrooms and beans in the pan and add the peas also. Cook for 4 minutes. Continue cooking the pepper vegetable rice by adding the white rice. Cook it for another 60 seconds. Get the stock cube and put it a 500 ml of water and let it dissolve. Add this to the rice and put the turmeric to it. While it is boiling, change the settings to low. Cover the pan and start simmering for about 8 minutes. Take the lid but continue to simmer for another 5 minutes. When the water has dissipated, you can start serving.

I boil the whole peppers in a large pot of water for about 5 minutes. I then take them out of the water and drain. Once drained, the peppers are ready to be stuffed.

It depends a lot on what you stuff them with. Some people like to stuff them with a meatloaf mixture. Since that needs to bake for about 30 minutes, the pepper get cooked enough while the meat cooks. If your stuffing won't be cooked that long, then boiling the pepper as described above is a good idea.
