Blue's Clues is a children's television show. There's no conceivable way it could become sentient and commit a crime.
Blue's Clues - 1996 Tickety's Favorite Nursery Rhyme 1-17 was released on:
USA: 29 December 1996
Well, I guess technically it could be. Contestants do not go on and compete for prizes if that is what you mean. It is a children's cartoon that features a a blue dog respectively named "Blue". "Blue" goes on adventures and asked the audience (your child) questions pertaining to the situation he is in. It's kind of like Barney.

Joseph Gilliam, Jr. (born December 29, 1950 in Nashville, Tennessee) was the third of four children for Ruth and Joe Gilliam Sr. He grew up on the campus of Tennessee A&I State University (as the college was known prior to 1968). His father was a defensive coordinator at TSU. The younger Gilliam displayed his own athletic abilities at a young age, beginning at Nashville

From 2002 until it finished airing in 2006, Blue's Clues was hosted by Joe, played by Donovan Patton. Prior to that it was hosted by Steve Burns, who left to pursue a musical career.
Surprisingly, Blue is a girl. She is Sprinkle's sister. Whereas, Sprinkles is a boy and is Blue's brother.
