What happens if they hit a vein while piercing your tongue?
If the piercer hits a vein (this would be due to an error on the piercers part, lack of attention to what he/she is doing) the piercing will seep blood. This is not a good thing but much better than the piercer hitting and artery which will pump blood with little sign of it stopping. This generally require a trip to the hospital to have the piercing cauterized to stop the bleeding. So before you run into issues find a good professional piercer and do your research!!
How do tongue rings keep from rusting?
They are made out of stainless steel or acrylic, acrylic is better for tongue rings because if you accidentally bite one of the balls you won't chip a tooth.

If by salt rinse you mean saline solution, then yes. You can use saline solution on any open wound to clean it.

It can be safe.
A "safe" piercing comes from going to a reputable shop (skilled piercing artists, clean studio, clean needles, clean and safe jewelry) and performing proper aftercare (which any reputable shop will inform you of).
An "unsafe" piercing comes from getting it done anywhere that isn't a reputable shop. This means using hypodermic needles from farm supply stores, using safety pins, the person performing the piercing has no formal training, the person performing the piercing doesn't have a sterile room for the work to be done at, any equipment that isn't factory sealed and sterile. Generally you will not get proper aftercare information, nor treatment from a "garage piercer".
Though - an unsafe piercing can also come from yourself not taking proper aftercare measures, even if you get it done in a shop.

Do you mean flip it down? Just pull the horseshoe down. You might have to push the tip of your nose up a bit to give the jewelry more room. If the piercing is new, try not to flip it too often. Also, if its new, you might not be able to flip it up/down due to swelling so give it a few weeks.

If it is a normal 22G. piece of jewelry, and it hasn't been in the lobe for too long, then it may not. If the jewelry is any fatter than 22 and it has been in the lobe for awhile, then you will probably be left with a small dimple where it used to sit or a dot of scar tissue. Ear stretching will definitely leave it's mark. Anything over a 2G., and your hole will never truly close.

It depends. If you mean to change earrings then 8-12 weeks. If you mean take it out completely so that there is no piercing then about a year or longer. You wont b able to leave out for more than a day without it closing back up

Self done piercings always result in issues with healing, improper placement and possible infections. Leave piercing to a professional body piercer who will place it correctly and provide you with aftercare instructions and post piercing support. Piercing yourself is just making a mess out of an area that will cause issues for a professional piercer down the road and be more painful when it is pierced correctly. Give your head a shake and quit messing up your body by doing it yourself.

Getting a piercing done for a second time always hurts more, because the new scar tissue that was used to heal it closed is harder therefor it'll hurt more.

Its very difficult to determine that because people don't always report infections. Infection is a very serious issue but not as common as people believe. Just follow your piercers instructions for cleaning it, don't touch it, stay healthy, and don't go swimming until its healed.
You wanna wait at least 3 months to start stretching. You don't want to wear plastic plugs or tunnels but tapers are fine only because you don't wear them. Never leave a taper in after stretching because it'll make a thin spot in your lobe because of the uneven weight.
