Her ancient busts and coins show a European light skinned woman; this bust from her time period still has traces of reddish gold that was her hair color.

That being said, her father's mother's origin is unknown so she could have been of African decent, however here is no evidence either way.
Best evidence would be contemporary depictions of Cleopatra. The artists of the time were quite adept at depicting people's of various races, including Hittites and Nubians to the south and they have distinct African features. Cleopatra on the other hand is seen with very distinct Greek features - especially the gorgeous Greek nose.
As this was well before Eurocentricism, and the sculptures, coins and other art were done by the hands of her contemporaries, there's no reason to believe they were altering her appearance to suit their desires for her to be white. They were merely depicting her as she was - white in appearance.
Again, with her father's mother in question, she could have some African blood but without a mummy to test, the question will remain fully answered.
Recently, there was a documentary that came out where archeologists claimed to have found her sister's bones. There's no proof they belong to her sister and the reconstruction they did wasn't even on her skull but rather impressions. This new discovery has not shed more light on the subject, but did make for some tantalizing promos to entice people to watch a TV program.
