To get past the Black Widow's guards, go along the bottom and climb up behind the one on the second floor. When the female guard walks over on the third floor (up and to your right), jump up and secretly follow her, until you can jump to the springy chair and bounce up and left to the card scanner. You open it with the spider key card.
Where is early Poptropica on Counterfeit Island?
You are actually travelling to another island* (which is actually a simulation of the Pop Art Museum on the real Early Poptropica). When you receive the message, get in the Poptropica blimp and go there.
*This was the first island where you would leave the island during a quest. This idea was later used for the Spook Central promotional game for Ghost Story Island. In 2012, a cross-islands theme was used for the first Poptropica game for the DS, Poptropica Adventures.
How do you beat the dragon puzzle on Counterfeit Island?
Collect the five pieces of the torn Dragon Face drawing from around the docks and Main Street, then get the sixth from the Supply Room of the museum. They will let you open the Dragon Face lock in the underground.

Although probably granted some leniency, he is off to prison with the Black Widow. He is not seen anywhere on the island after the game ends.
How do you get the fountain to work on Counterfeit Island?
You don't. There is no reason given for why it doesn't work, but it is not part of the quest.
How do you get a scooter on Counterfeit Island?
The scooter is just a part of the chase of the shady guy (thief) through the streets of Counterfeit Island. You go from the Jazz cafe downtown to the docks. There is no way to catch him, but you must avoid the open sewer manholes in the road.
There is no way to get the scooter at any other time.
How do you capture the black widow on counterfeit island?
In the final showdown, the Black Widow throws valuable art down at you, which will destroy it. You have to save the art while also cranking the lift up for the shady guy.
Jump into the air to more easily intercept the falling items. After you save a set of four, the Widow will pause, enraged, then throw a small bomb at you. It is during these pauses that you can safely crank the handle on the lift.
Once the shady guy reaches the top, he knocks her down and you have won.
Where is the police investigator on Counterfeit Island?
The investigator (aka Chief Inspector) can be found outside the museum, or in her lair after she is revealed as the Black Widow. You get into her lair by using the curator's key to get into her house, then clicking on the peeling corner of the painting.

Scan all five paintings, then select the only one that had drawings underneath. This changes with each attempt and can be any of the five.

How do you protect the painting at night at the museum on counterfeit island?
Break into the museum through the supply room hatch (the dragon face). Slip past the security room and past the lasers in the statue hall.
Now you can climb up on the light and jump down to surprise the thief.
(Not the best plan, and it wasn't your idea.)

Where is the shady guy on Counterfeit Island?
You encounter him at the end of the Underground Tunnel Tour. He tells you to get the museum job. When you get it, and return after dark, he sends you to protect the famous painting from being stolen. (This does not work out so well.)
Later, you will find a clue to his whereabouts. Get the timecard from the guard at the clown store, and print a photo from the videos. Show his photo to the mimes, who pantomime "musical instruments" as found in the Jazz cafe.
How do you get past the guards on Counterfeit Island?
In the Black Widows Lair
Go along the bottom level until you get to the end. Climb up behind the guard and get above him on the boxes. When you see the female guard (third level) walk over and turn away, jump up and sneak behind her until you get near the chair. Jumping on the springy chair should send you up and left to the locked door. (You have the key card.)
In the Museum (daytime)
Take the Underground Tour, and when you return, you can apply for a job.
In the Museum (night)
Slip past the Security Room while the guard isn't looking, and hide behind the statues to avoid the lasers as you go to the right.

You don't have to go to the scanner. Open the package and you can access it to scan the copy of the Starry Night.

The Black Widow is a notorious art thief out to steal valuables from the Museum Fantastique. By the end, you realize that she has been posing as the female Police Inspector (same black hair and red lipstick).
(*Look closely when you are arrested : that's her henchman, the shady guy, dressed as a policeman when they "catch" you at night at the museum.)

When you enter the museum after completing the Underground Tour, you apply for the job and are there the rest of the day. When you leave, it is night and you have to protect the painting from being stolen. Get the remaining dragon picture pieces and go to the Docks to access the Underground.
