Imagining things is perfectly fine. which is a crush its just a fantasy that sometimes turns real but if its family then you have to watch out because there are specific laws stating you can't date any family member, weather it being just a cousin (which is stupid to me because they're not like 'Proper' family if you catch my drift.
I'd just say the best thing to do is if you feel comfortable sit him/her down and ask them "I have something to tell you, But can we keep it between us?. . I have a small crush on you" (Just say small so you don't freak him/her out into telling anyone) and if he/she doesn't freak out then you can walk away and leave him/her to decide or if you can't and its being around him/her that's causing the crush to grow. don't neglect them, just try and spend a bit more time out of their way. like go and find a hobby, go out with friends, or try and find a partner that matches your cousin, (that would defiantly help)
