It had to happen because they had to liberate France, but also catch the Germans by surprise.
During World War II, the Battle of Iwo Jima (February-March 1945) ended with full Allied control of the island. The 35-day battle consisted of an initial stage in which most of the island's primary strong-points were taken; the next stage, requiring nearly a full month, consisted of mopping up isolated resistance and individual defenders.
German General Erwin Rommel was defeated in northern Africa. Rommel fought valiantly, but needed sufficient troops to defeat the Allies. Hitler stupidly resisted doing this, choosing to save most of his troops for the upcoming disastrous attack on Russia. Rommel was disappointed, but continued to fight the allies with limited resources until the Americans joined the fight. Rommel's entire Afrika Corps was defeated.

No. Pearl Harbor was at the beginning of the US involvement in the war (Dec 7, 1941). D-day was near the end of the war in Europe (June 6, 1944)
