What superhero has the fastest healing rate?
Probably the Hulk, Marvel Comics. He has shown over time to have an even faster healing factor than Wolverine of the X-Men.
He has been shown to grow new organs with in seconds. And even heal to the point of coming back from the dead.
Bizarro is the perfect imperfect duplicate of Superman, acting as his antagonist or ally depending on the situation. Originally created to be Superman's clone by his nemesis Lex Luthor, his poorly constructed genetics caused him to become the opposite .

But its not as simple as that. Really there is not a case of there being an equivelent across the board. DC had no Stan Lee and Marvel had no Julie Schwarz. The two did entirely different things creatively with regards to entering the Silver Age for their respectively companies. Just as the companies are different so are they.
Of course, if you mean in terms of how Stan Lee is something of a caricature than I cannot think of a DC equivelent. Perhaps nowadays Dan DiDio is something of a face for the company but there is no one in the same vein as Stan Lee really. He is a one off.

anyway, the bomb used the same energy as DR Manhattan so people thought it was him. Russia was no longer threatened by the Americans as they were convinced Manhattan was now against them also. So they called off the bomb. Rorshach wasn't going to keep the little secret and [he was] go[ing] tell everyone it was actually Ozymandias..So Manhattan blew him up :S WEAH i balled!!

Additionally, given the fact that Deadpool cannot die, ultimately The Penguin would not be able to defeat Deadpool, at least by killing him.
