Then, he got a sidekick we know as Bob, a member of HYDRA. Later on in the series, we see Deadpool kicking it with Headpool, the zombie head of Deadpool from an alternate dimension. Deadpool has been artificially endowed with a superhuman regenerative healing factor by the Weapon X program that is at times shown to be superior to that of Wolverine's or Sabretooth's. As Deadpool had cancer at the time of the gene therapy, it has been suppressed by the "healing factor", which continually regenerates every cell in Deadpool's body, keeping the cancer at bay. However, an unanticipated side effect resulted in a rapid acceleration of the tumors as well, causing them to quickly spread across his entire body as soon as his powers fully activated. His powers' full manifestation also appeared to contribute to his insanity, he himself declared awareness of a growing detachment from reality moments after. Removal of his powers would cause him a cancer relapse, as he is aware. As a by-product of his healing factor, he possess enhanced strength, agility, and reflexes. The healing factor enables him to regenerate damaged or destroyed tissue with much greater speed and efficiency than an ordinary human. He can regenerate whole organs and even severed limbs. In at least one instance, Deadpool, after breaking nearly every bone in his body, strapped himself to a rack so his bones set properly. He has survived being decapitated, though his head did not regenerate; it was simply replaced and healed back to his torso. Yes ^^

In the comic books, Deadpool was given Wolverine's powers via experimentation, in order to treat his brain cancer which would otherwise have been fatal to him. That's part of the reason he went insane, because his cancer was never actually cured, but it keeps reappearing and healing over and over again. In some versions I believe he also has a belt which allows him to teleport.

In the movie, he had many more powers taken from several other X-men mutants, including Cyclops's eye blasts, natural teleportation, and Wolverine-inspired swords that extend from his wrists.

While Deadpool doesn't directly appear in the X-Men animated series, Morph shapeshifted into Deadpool in the episode "Whatever it Takes", and when Xavier's dark side projected an image of Deadpool to attack Wolverine in the episode "Dark Shroud" (episode 2 of the Phoenix Saga).

Well to answer your question you have to consider all his abilities. As you know he is a dear friend of Charles and is the strongest X - men and is the only one known to be stronger than Gean who is known as the strongest mutant making wolverine the strongest mutant alive not including magneto because they yet have to be compared.

Wolverine can regenerate from critical injuries in an amazingly short amount of he also has Amagnesium in his bones so his bones cant be broken. Also when he goes berserk he is unstoppable.

In the X men origins: Wolverine film; while the Wade Wilson character was preserved, the Deadpool character was "creatively engineered" for the film by twisting the story line to make Deadpool "Weapon XI".

note: There was no actual "Weapon XI" character in any comics. Only a reference to the project itself :)
