It tells us that we need not be afraid, because God is with us, to comfort us (the "rod and staff" are actual items used in shepherding, to correct, direct and protect the sheep, so they well picture God's loving care for his 'sheep-like'(humble/teachable) people). Psalm 27:1 tells us that God is the stronghold of our lives, our light and our salvation. If WE do our part to search for Him(Acts 17:26+27), and carefully try to do what He wants us to do(1 John 5:2+3), NOTHING can separate us from God's love (Romans 8:38+39). This is why God tells us NOT to be afraid. He is with us to fortify us and help us, figuratively holding our hand to the end of the trial, or our lives (the 'valley of death').
