Because the Nestene Consciousness got mad at The Doctor for destroying his/her planet in the old series where all he did was he couldn't save it from certain destruction. The Consciousness escaped before its planet being destroyed and then chose Earth as its next home world, and with Nestenes powers to control plastic, and all the plastic we own at Earth, what could be a better home world! So to make a new home Nestene had to kill or "Plastify" every human being so nestene brought the autons back which are those plastic people. But when The Doctor told it what really happened Nestene turned his words around by saying that The Doctor saves so many things, & wonders why The Doctor forgot about him. So Nestene raged on a bit, making the autons kill more people when Rose kills Nestene with the Anti-Plastic.

Rose got trapped in a parallel universe with her mother but she couldn't go back because the Doctor had to seal the cracks up again. However, in later episodes Rose does actually find a way to come back but not permanently, and so the Doctor has found new companions since (although he never forgot Rose because he loved her).

She eventually ends up with a half-human version of the Doctor who has the luxury of being able to commit to a life with her, something the real Doctor cannot do.

Doctor Who is an ongoing television series. it is not a mini-series, nor is it bound by a finite storyline. Therefore there is no end date for the series at the present time. It will end as most series do, when ratings drop sufficiently and the BBC sees no further financial incentive to continue producing the program. This could happen in 2014, or it could happen a decade from now. The so-called "13-life limit" will not apply as the series has introduced workarounds dating back to 1983 and the current and previous producer have already stated it will be ignored or hand-waved away. The 1983 storyline The Five Doctors revealed the limit is artificial and imposed by the High Council of the Time Lords; the revival series has established that the High Council no longer exists in the current continuity.

In the 'Death of The Doctor' episode of the Sarah Jane Adventures (a spin-off show from Doctor Who), the Doctor says he can regenerate 507 times.

That being said, the Time Lord's lives were limited because of the "Time Lord Social Order". However, the Time Lord Social Order was wiped out when the Doctor's home planet was destroyed. Which would possibly make it possible to have more than 13 regenerations.
