If the person can ultimately deal with the problem that made them depressed then the dog is a great idea, but if not then they will eventually make the dog sad and depressed which is horrible because now there's two sad people, which isn't good for anyone.
It's like trying to make a person forget they just got dumped by taking them to the amusement park and having so much fun with them but when you leave the park they remember they were dumped and get all sad and depressed again...the ultimate solution is for them to deal with the issue that made them sad in the first place...
remind them its not forever and make them do things that are active until they take control of their lives again, a person who is depressed needs purpose, so being responsible for something like a dog or another animal is a good idea as long as they are responsible enough to take care of the dog and not neglect it...a lot of times having a dog for unlimited love can remind someone that whatever made them depressed isn't the end of the world or the most important thing in their own life...make them take control and motivated to move on with their life...
