A harness is far better for a dog than a standard dog collar and leash for walking, as the delicate neck muscles cannot be damaged if the dog pulls or you pull the dog. A harness is kinder, more comfortable for a dog and gives the owner better control when walking. A choke collar can be dangerous, especially in the wrong hands and some regard them as inhumane.

Banks county doesn't have animal control so most don't seem to bother with it. However there is a leash law, that if your dog isn't in a fenced in area they have to be on a lash. According to Hall county. I'm right on the boarder so I keep to the leash law the best I can as I don't need them crossing over into Hall county and animal control getting them.

it's already a routine for him to have a go at your backyard, to break this routine and implement a new one will take time... using a crate is a great idea, but eventually your dog will needs his exercise and walks.. be very patient and consitent with him...
here a few tips:
1. Take time off to housetrain your dog.
2. Start using a crate the day you bring him home.
3. Give your dog at least six bathroom breaks daily.
4. Shower him with praise when he does a good job.
5. Don't punish him for accidents you haven't seen.

Firstly, never force your dog. Just start with hooking the lead to a collar and leaving it on for short periods of time (say a couple of minutes), giving it, it's favourite food. Do that for about a week or until it gets used to it, a couple of times a day, increasing the time every day. After that you can start walking and going on short walks until it gets used to it. Depending on the dog and its background it will take a while for the dog to like the lead.
Some tips:
1. if you give the dog a little treat everytime you put it on the lead it will come to realise that the leash is a good experience and will want to go on walks and will get excited about being on the lead.
2. if the dog is unwilling just because he/she is lazy or doesn't like exercising then I suggest you but him/her on a diet and try and make him/her excercise another way aswell, giving him/her a little treat every time he/she excercises weather it is food or some good old patting!

Anti-Bark collars are for dogs who tend to bark a lot and it is annoying to the owner. My dog's collar has two prongs that sense movements in his throat to indicate if he is barking, whining, or making any annoying sounds. IT IS A LIFE-SAVER! The only downfall is that if the dog actually moves his/her neck it may shock him/her. :( It makes me feel bad when my dog gets shocked for no reason, but it does keep him quieter than without it on. In case that the collar does indeed shock the dog for no reason at all, I tend to keep the "shock level" on a lower level, so it doesn't hurt very much. -Just enough to let the dog know that barking and whining is unacceptable.
**Remember to take the collar off every now and then, so you do not scare the dog from the shocking and make sure that the "shock level" is tolerable for your dog. The level on my dog's collar is on 3, but he is a bigger dog (Large Munsterlander), so just make sure that the level that you set the collar on is appropriate for your breed of dog. -You do not want to hurt your dog.

The problem is not rights but funding for enforcement. The police or local animal control authority probably don't have the funding to respond to complaints like yours unless there is an actual injury to person or property, which has to do with how they are forced to prioritize operations given their low level of funding. Virginia is not known for its high level of animal control funding, either.
There are a couple of things you can do:
1. Start complaining to the owner--not just by phone but in writing. Retain a copy of every letter you send. The complaint letters must be polite if firm; rude letters are not appropriate.
2. Keep a journal or record of every incident that happens. Note the date and time of each incident, and describe it in detail. Keep your complaint letters in the journal.
3. If there is an attack or injury or damage from the dog, then the letters and journal can be used to prosecute the dog's owner.
4. Start complaining regularly to the police by phone. Get an incident number in each case.
5. If you feel that your family is truly at risk, you should talk to a lawyer and see about a restraining order against the dog's owner and/or dog and how to get it enforced.
6. You can also set up a humane dog trap cage in your yard. (If the trap is not humane, you will be put in jail for animal cruelty--it MUST be a humane trap.) Once you trap the dog, call animal control or the pound to come and take the trapped dog away. Then it will be incumbent on the owner to pay to get the dog out of the pound.
7. If the dog ever threatens you imminently so that you cannot leave your house, etc., call 911.

From the explorable mode from the Catacombs dungeon, for example, we found it wasn't aware of pull a creature any further than about 10 steps not in the room he spawned in (conversely, I had been capable of pull a huge boss from his dais, down some stairs, and partway into a corridor -- I might've gotten to kite him farther, but I died horribly.
