President-elect Donald Trump is often referred to as a populist. To be clear, populism is a political philosophy that can only be described in the specific time frame for when the term is used. The populism if the late 19th century in the US was particular to its time. Likewise, a Trump "populism" fits its particular place in time and is based on current political and social issues as it exists in 2016.In the USA today, a populist is not bound by ideology. At least not as it is commonly defined.

A populist in today's USA, seeks to solve problems not based on left or right political views. Irregardless of personality traits, the conservative movement in the US is best represented by a call for a smaller Federal government combined with a larger role for US state governments.

The liberal movement calls for the reverse.

With that said, it becomes clear as to why the news magazine called the National Review, is a conservative mouthpiece for those who see problems in the the US that involve less central government and more state and local as the means to solve them. They reject populism and politically speaking rejected a Trump presidency because he proposes to solve problems not based on conservative values. For example, enhancing the medical and social problems of US combat veterans will require billions of dollars spent on the already existing Federal agency, the VA.

This would not be considered a conservative policy position. In fact expanding the VA can easily be considered a liberal policy that a large group of Democrats would likely support.

On the other hand, increasing the number of "charter schools" lessens the power of the US Department of Education which conservatives support and liberal Democrats, generally would not support.

At its core today's populists seek to solve problems in the most efficient way possible irregardless of cost or ideology. To many people, that fits the political philosophy of a Donald Trump.

One common link to today's populism and that of the populism of 100 or so years ago, is the idea that US problems exist because there is a political establishment that maintains its power

by seeing that problems remain and the best way to solve them is through the "normal methods".

As long as these problems remain unsolved, there is a need for politics as usual.
