At any age you can wear a bra if your breasts are starting to get bigger and more exposed. I wore my first bra at 11 due to my growing rate. So when you think your breasts are big enough yes you can wear a bra. i started to wear one when i was 7
Usually, this is not a bad thing. But try wearing a sports bra, it makes the chest area look smaller. Never not wear a bra because that's not very safe :P
