The job is difficult, very uncomfortable, strenuous, and time consuming. All the nails attaching sub-floor and hardwood floor to the joist will have to be cut, the joist cut out two at a time, and then new, full-length joists installed in place. Depending on the year the house was built, this can be almost impossible to do as they will have to be position diagonally and then forced perpendicular to the direction of the floor. Once the new joists are positioned and supported on either end, the task of re-attaching the floor to the joists is undertaken. This will have to be done precisely and skillfully from underneath without allowing the fasteners (screws) to puncture through the floor into the living space. Pre-applying construction adhesive to the top of the joists is effective, but adds another difficult step to the installation (all while in the crawl space). I operate in New England and would charge $60.00/hr for the un-pleasure of this job. Of course the size of the room dictates the length of the job, but you could count on $2500.00 in labor plus materials.

You can tile over existing tile although it isn't reccomended. You would be safer by removing the tile and then installing the new tile. But, if you wanted to tile over existing tile you would have to make sure all the tile is even and not lose. If the tile is lose or uneven it will caused the new tile and grout to crack or pop out.

A rug pad is not mandatory. However, if placing a large rug on wood or tile floors, the pad will protect the floor underneath from spills and dirt being ground in. It will also protect the underside of the rug from wearing out. Additionally, it will cushion the rug, and keep it in place. If you are placing a large rug on a carpet, no rug pad is necessary.

Yes vapour steam cleaners do a fantastic job on laminate floors and many other flooring types. They will lift dirt easily and quickly with little effort. The floor will look nearly good as new after cleaning with a vapour steam cleaner.

Vinyl flooring or tile is a pretty cheap flooring option. However painted concrete flooring is also inexpensive and can be very attractive if done nicely.

Based on the type of flooring, self-installation of vinyl flooring can be a very cumbersome process. However, if you chose the type that "clicks" together, this will allow for easy installation that you could do yourself.
