I'm afraid not. On a basic level, sugar dissolves in water (up to a point) and tastes sweet, whereas all-purpose flour does not dissolve in water and has a completely different taste. Also, flour absorbs much more water than icing sugar. This means that flour and icing sugar have very different properties and so are not interchangeable in baking.
Also, I should point out that eating uncooked flour (which, I guess may happen if you attempt to use it for fondant) is not considered to be very good for you.
What happens if you use salted butter instead of unsalted when making chocolate fondant?
It will make the recipe a little salty but it might be okay to use in a pinch.

You can get it at most craft stores, Walmart (carrys wilton kind), wilton.com, and many other places. It is sort of expensive.
I have heard the wilton kind isn't tasty. I have also heard that the best way to go is to make your own marshmellow fondant, (you can color it yourself). There are many recipes out there of that but i have never tried it.
