I am also looking for this song. It is in the Immigration section of his comedy performance American's Mexican. Its only played everytime he says.."you know who runs this country??" then the DJ plays the song for approximately5 seconds.
It sounds a bit like Viva Mexico but some people suggested it might be Son de la Negra or La Negra by Mariachi Vargas and those don't seem to be correct.
