You're probably jumping through the rings in the correct order, but if you are touching the rings the skull will not appear. It also has to be on Normal or harder difficulty.

Well, If you look further, Walshy (Yhslaw), doesn't just have Recon for being a MLG or PRO player. The main reason he has Recon is because he helped Bungie Studios™ create the Heroic Map Pack. If you want to be good at SWAT, in Halo, you have to always, but always aim on headshot, all you really need is some practice, alot of practice, you need to concentrate on the head, only on the head, And if you get a little bit better, it would be good to go in MLG, which is way harder, you have to do couple of headshots to kill, well, what i say is, you need alot of practice.
