The youth in question are Explorers, a career oriented, non-Scouting program for young men and women ages 14 to 21. As noted in the article, Exploring is part of Learning for Life, a non-Scouting subsidiary of the Boy Scouts of America. Explorers are not Scouts- they do not use Scout uniforms, Scout symbols, the Scout law and do not subscribe to the Declaration of Religious Principle.
Exploring has its roots in programs for older Scouts beginning in the 1930s, adopting the Explorer name in the 1950s. Exploring allowed older Scouts to participate in high adventure programs. In the 1960s, Exploring started to add career based programs such as medical, fire, aviation and law enforcement. They allowed girls to join in 1972. Many career Explorer posts were supported by local government agencies, and that started causing problems with separation of church and state since the BSA has a religious policy (a Scout is reverent).
The BSA had an in-school Scouting program with similar issues and had been converted to a non-Scouting educational program called Learning for Life. To resolve the issues with Exploring, the program was split. The career based programs stayed with Exploring and it was transferred to Learning for Life in 1998. The other programs such as high adventure became Venturing, the Scouting program for young men and women ages 13 through 21.
