Ice hockey rules provide that a team cannot play with fewer than four players on the ice (including the goalie). This is where the 'delayed penalty' rule comes into play. If a team already has two players sitting in the 'sin-bin' and a third gets a penalty, the third player's time does not start running until one of the earlier penalties expires, and the player whose time has just expired may not come out on the ice until there is a stoppage in play.

A buzzer or Horn sounds to signal the end of periods. The end of the third period is the end of the game, therefore a buzzer ends the game.
