#1. Mumbai, India (14.35 million people / 187 sq. miles = 76.7k people per sq mile)

#2. Kolkata (Calcutta), India (12.7 million / 205 sq. miles = 91.95k people per sq mile)

#3. Karachi, Pakistan (9.8 million / 200 sq mi = 49k ppsm)

But, it's interesting that the list linked above places LA, San Fran, and San Jose in front of New York which goes against "common wisdom".... However, this link includes rivers, harbors, and off-shore (oceans, lakes) areas if they are technically included within the city boundaries. This tends to reduce New York's population density relative to the California cities.
