Not if it's been removed, but lungs can partially repair themselves with deep breathing exercises and a healthy diet and strong immune system. Mine are better now at 78 than they were at 38 when I smoked (quit 40 yrs. ago).

The mirror image is going up to the top of a high mountain where the concentration of oxygen is too low. There you are oxygen starved not because of a permeability change, but due to a decrease in the concentration difference.
