In singleplayer, when you start a new world, under the name of the world, there is a tab where you can enter a seed. If you are talking about a server, then edit the seed in the Server Properties file.

No, you currently can not tame cows. But it is possible to farm them, put them in an area they can't escape from (not necessarily needed) and right click on two of them with wheat and they will breed. You can also right click on them with a bucket to fill it up with milk. The only animals you can tame on Minecraft is the wolf (Feed the bones to the wolf until it has a red collar and a burst of hearts come out). I think you can be able to tame a cow in a newer version of Minecraft.

You can find your minecraft.jar file on a windows PC by clicking on start in your toolbar at the bottom of the screen and click 'Run'. If the 'Run' button isn't there, use the search bar a the bottom of the start screen and search 'Run'. Then a Window with a text box will come up, in the text box you must type inand then you need to click on .minecraft and then click bin. Your next best bet though is every time you go to a place with lava bring all of the buckets you can and just bring them up to your house so that at least when ever you need some there just there, not unlimited but after a large time they add up

in original Minecraft by giving them a bone from skeletons and right clicking them, they can have any number of bones. But, if you get a mod you could tame Chickens, Cows, or maybe pigs and that. Its best to check out the Minecraft Wiki. Even other mods like Mo' creatures, adds creatures and lets you tame them, like horses, cats, goats, big-cats and such.

In terms of software, Minecraft is a game that runs on Java and is completely safe. The game is approaching twenty million sales and is constantly tested for bugs before every update by countless players.
