The same way you enchant other tools. Put it in an enchantment table and pick one of the three enchantments. The more bookcases around it, the better enchnatments you get.

You probably don't have enough experience levels for whatever you're trying to enchant. Each enchantment has a cost, if it says 12, it costs 12 levels.
