You can do top-rope and bouldering climbs with what I mentioned above. (However, with bouldering, it would be a good idea to get a crash pad - $120-250, but with bouldering you only really need shoes, not the other stuff.)

After that it largely depends on what type of climbing you do. Trad is very expensive, but also requires more experience. Sport isn't so bad, you only need quickdraws, but they are still $12-25ea.

Don't ever buy ropes or harnesses used. The other stuff you can, but even then make sure you inspect in closely. If you can find well taken care of gear, it helps a lot. I got my wife a used helmet for $14.
