You can't but you can install a plug on the end of a cord. Just go purchase one and install it. Very simple to do. Black wire goes to copper screw, white wire goes to silver screw, and ground or green wire goes to ground screw. It both wires are brown then connect the wire with the ridges on the outside of the wire to the silver screw as it is the neutral. The wire that is smooth is the black hot wire which connects to the copper screw.

Commercial buildings must put all power wiring in conduit, so if you're planning to run romex in a commercial building, the answer would be "no", it's not permissible.

If it's data wire, note that there may be some "crossover" interference if the data wire follows a power wire for very much distance. It's usually not a problem to cross a conduit and tie to it, but it's generally recommended that you not tie data cable to conduit.

First off you should not be touching any high voltage source whether you are grounded or not. A pole isn't typically dangerous, it is the wires on the pole. A path to ground is required for a current to flow. Technicians working on high voltage power line often touch the lines and ensure they are not grounded when doing so, by using special procedures. That is why birds can sit on bare power lines without getting shocked.

Only the main panel is grounded directly because if you ground each junction box of subpanel ground loop current paths are possible that can cause shock hazards. The ground rod is connected to main panel and the neutral is bonded to that ground as is the ground wire. The neutral and ground wire are then run to all circuits, junction boxes and subpanels throughout the house.

If you tie neutral and ground together at any point in the house, other than the main panel ground loops can exist and cause shocks.
