Why were the victims family members of the Green River Killer so critical of the police?
As the body count rose, and more young women went missing, it probably seemed to the family that the police were not doing enough to catch the Green River Killer. After 6 or 7 years when there was no progress being made, the task force was cut way back and this was discouraging for family members that were waiting for answers.
The police were doing everything that they could. Most people, especially grieving family members, don't realize that stranger killings are the hardest type of murder to solve. And it doesn't help that most serial killers have a higher than average IQ. All of this goes into the equation of how to apprehend this kind of killer.
With the Green River Killer (Gary Leon Ridgeway) technology finally caught up to him. The same goes for BTK in Kansas. This was another case that spanned 2 decades, and was finally solved because of advances in DNA and computer science. It can not bring back these families loved ones, but it answered some questions, and they may have a little peace because of it.

Most serial killers have very defined geographic areas of operation. They conduct their killings within comfort zones that are often defined by an anchor point. Serial murderers will, at times, spiral their activities outside of their comfort zone, when their confidence has grown through experience or to avoid detection. Very few serial murderers travel interstate to kill.
Once a serial murder series has been identified, it is important for the involved law enforcement agencies to work together. Initially, a lead agency for the task force should be designated and will assume the primary investigative role. The choice of a lead agency is based upon a number of factors including the number and viability of the cases, available resources, and investigative experience. Once established, all law enforcement agencies involved in the investigation should have representation in the task force. Any outlying agencies should also be included, even if they do not have an identified case in the investigation.
Additional: Just because no state lines are crossed does not preclude the investigating agencies from ASKING the F.B.I. for their assistance. The F.B.I.'s profilers are very successful in their work and oftentimes can render great assistance with resources not normally available at the local level.
Are serial killers born to kill or raised to become killers?
Research indicates it is usually a little of both. There are certain 'traits' or red flags in these killers that begin to manifest themselves at an early age. Bedwetting, setting fires, theft, lying, are a few. Many serial killers have some form of abuse from their childhood. It is also true that a person with a personality disorder is more likely to have a parent or close relative with a personality disorder. So there are many different factors that can result in a serial killer. And like most human conditions, it is a complicated and complex.

Did the kidnapping of Steven Stayner contribute to Cary Stayners murders?
I doubt that it helped the situation any. The Stayners were semi-dysfunctional as a family. Things were not talked about and dealt with like they maybe should have. When Steven Stayner went missing it put a tremendous strain on this family, like it would any family. I think for Cary Stayner the reappearance of Steven 7 years later was almost as traumatic. The family was in upheaval and even with the return of Steven the family never sought any kind of emotional help.
The kidnapping by itself did not turn Cary Stayner into the serial killer that he became, but it was probably a contributing factor in an already disturbed mind.
What neural structures were implicated in the behavior of serial killer Arthur?
If you mean Arthur Shawcross, serial killer from New York state, then his defense brought up a couple of reasons that could have caused this man to kill. The first is the XYY factor. Linked to aggression but not always murder, the extra chromosome occures every one in a thousand people.
It was also presented at Shawcross's trial that his history of brain trauma caused a personality change and had restricted his ability for self-control. Dr. Helen Morrison testified that a large number of serial killers have suffered head injuries that effect the frontal lobe in the brain. The fact that he may have suffered mental trauma from his time in Viet Nam was also brought up. Whether any one of these or all of them together caused Shawcross's violence remains to be seen.

Let's see a clip of the news about James Holmes the cinema rampage killer.
-
The first video footage of the suspect showed him as an awkward, nervous 18-year-old giving a talk at a science summer camp in San Diego on "temporal illusions". It also emerged that in the days before the attack, Holmes, a cannabis smoker, joined a dating website seeking women for "sexy times" and also tried to join a gun club.
-
The University of Colorado said it was investigating whether he used his position as a neuroscience PhD student to order materials that he used to booby-trap his apartment.
-
Holmes, 24, is accused of shooting dead 12 people and injuring 58 in the rampage during a premiere of Batman film The Dark Knight Rises in Aurora, Colorado. Police said the death toll could have been even higher because a semi-automatic AR-15 assault rifle jammed during the attack, forcing the gunman to use a less powerful weapon.
-
After the massacre Holmes calmly told detectives he had taken 100mg of the prescription painkiller Vicodin, and identified himself as "The Joker". The same drug was found in the system of actor Heath Ledger when he died of an accidental overdose of prescription drugs in 2008. Ledger played The Joker in the previous Batman film The Dark Knight. Vicodin side-effects can include euphoria, paranoia and, in rare cases, hallucinations.
-
The video footage of Holmes was taken at Miramar College in San Diego and showed him explaining that "temporal illusions" are "an illusion that allows you to change the past". Holmes said he had been working on "subjective experience, which is what, takes place inside the mind as oppose to the external world".
-
A woman who introduced the talk said Holmes's goals were to make scientific discoveries, that he enjoyed football and strategy games, and "his dream is to own a Slurpee machine".
-
If we study this case for a little while, we could see the kind of life Holmes was living. Holmes wanted to join shooting club, intake Vicodin, smoke marijuana, change his past, oppose the external world, play football, play video games and own a Slurpee machine. He never states if he wanted to sell Slurpee or have it all for his own.
-
There are many who smoke marijuana since high school that became lawyers and doctors and still smoke it although they are over 40. Being a serial or rampage killer doesn't come from smoking weed. It comes from a deep down emotional need in the human being. Of course the need will be filled with drugs, alcohol and other ideas that wouldn't reach the average person.
