An underling or beast has no ability to seek recourse for mistreatment and therefore receives the brunt of its master's aggression. Conversely, we would expect the tender mercies of someone to be that person when they are attempting to be the best version possible of themselves. Therefore, a righteous person at his worst is of a superior quality to the wicked person at his best.
