Well Tom Daley was 14 when he participated in the 2008 Beijing Olympics. But in 2006 he didn't qualify for the Commonwealth games because he was too young (around 12).
There is also the youth Olympics for under 18's although I am not sure.

Well, probably a minimum of 4' to 5' but can go to what ever depth you can attain. That min. depth is so that you do not touch the bottom of the pool if you are doing laps in a lap pool.

It depends on the scoring system you use and the type of meet that you are at. Generally, in a six lane pool at a duel swim meet scoring is as follows: Individual Events: 1st - 6 pts, 2nd - 4 pts, 3rd - 3 pts, 4th - 2 pts, 5th - 1 pt Relay Events: 1st - 12 pts, 2nd - 8pts, 3rd - 6 pts If the meet is a championship, then the points start at 16 for first place overall and then 14 for second and then decrease by ones until zero.

I hope this will help. The pool in Federal Way that was first used in the 1990 Goodwill games has a diving well 75' x 58' and a depth of 17'.
