Bisco Hatori, the mangaka for Ouran Highschool Hostclub, doesnt actually give a specific date in which the plotline is supposed to reside; instead, Bisco payed more attention to creating the school aspect.
However if you consider the modern attitude that the plotline has taken, plus the original serialisation date in the LaLa, magazine, where it first appeared, (around 2003), you could suggest that it was set in the present.

If you're talking about Tamakis mother, then she isn't dead. She lives in France because of the agreement he was forced to make with his Grandmother. As for the other males, the Twins mother is still alive and shows up periodically though out the manga. And it is never said who the mothers of Kyoya, Mori and Hunny are, but they are assumed to be alive.

The anime series was never canceled, instead they had to cut it short and postpone further episodes so that the manga could continue and create more of a storyline.
The anime also had to create an ending for the series which doesnt appear in the manga, however there has been talk of a second season being produced.
I guess that's what happens when an anime overides it's manga.
