The owls are part of the family Strigiformes, which include about 200 birds of prey. Most are solitary, and nocturnal, except for some like the Burrowing owl. Owls are found in all regions of the Earth except Antarctica, most of Greenland, and some remote islands. Assuming that a tiger was desperate and hungry enough to decide to attack an owl, tigers are nocturnal predators - as are owls. Owls' far vision, particularly in low light, is exceptionally good, and they can turn their head 135 degrees so they would easily detect an approaching tiger.
Furthermore, owls being flying birds spend most of their time perched in trees. Although tigers are capable of climbing, their weight would prevent them from reaching the upper branches where owls would most likely be found.

i think that an owl has better vision cuz it cant turn its head 360 degree and it can see better at night

While both the hawk and the owl have exceptional eye sight, they are both very specific in their design and use- The owl uses primarily close range sight which is extremely sensitive, allowing it to pick up prey in low light while the hawk has better distance vision that is better attuned to day time hunting. The two cannot be directly compared.
