Yes, the Tampa bay bucccanneers beat the Oakland raiders in 2002 or 2003. the odd thing about that game is that season, though random hirings and firings, the teams had swapped head coaches.

The Buccaneers won Super Bowl XXXVII on January 26, 2003 by defeating the Oakland Raiders, 48-21. The coaches did not "Swap" teams. Jon Gruden, who had been the coach of Oakland the year before, coached the Bucs. Bill Callahan, who was previously the Raiders Offensive Coordinator, coached Oakland. The out going coach of the Bucs was Tony Dungy, who went on to coach the Indianapolis Colts.
