In Pokémon AshGray, the reason behind your not being allowed into the field to battle Mandi is because you're only required to bring three Pokémon with you. You also need to leave all of your healing items such as potions and any items that will restore your PP in your computer. Another reason is that you're talking to the wrong official since you fight Mandi on the Water Field.

Sorry to disappoint you, but this is a rom/hack of firered and leaf green, so you can only download it off of certain sites. You can't buy this in a store because it was never released by Nintendo, but created illegally through hacking by fans. The differences between Pokémon AshGray and Pokémon Lightning Yellow are AshGray is based on the anime while Lightning Yellow is based on the original Pokémon Yellow video game, another difference is that in Lightning Yellow Professor Oak has you borrow one of his Pokémon in order to catch Pikachu while Pikachu is the Pokémon that you have to start with in AshGray and another difference is that Lightning Yellow has the ability to access online functions while AshGray can only function as a single player game with no online functionality.

There does not seem to be a way to get to Cinnabar Island in this game. The boat claims it's "not ready to leave yet", but it won't be ready during this gameplay.

After completing the Indigo Plateau regardless of beating the whole thing or not, you willl then need to head to Pallet Town and talk to Professor Oak and he will tell you to go to the Orange Islands because he wants you to run an errand for him and retrieve a mysterious Poké Ball that another Professor had gotten, you will need to use the river on Route 1 and head east in order to make your way to the blimp story that will advance the plot but you will need to enter the raffle that you can find in the Poké Mart that you'll come across. The Orange Islands part of the game will continue until the episode that's titled "A Way Off, Day Off" since the rest of the game is not completed as of June 24, 2014 and therefore doesn't include the remainng episodes.
