The item doesn't exist in the game code for Platinum. Ragecandybar was an item sold in Gold/Silver/Crystal. The fact that they are "sold out" of Rage Candy Bar's is just for text/story purpose. You can't actually buy them, and there is no reason you would want to. They are literally just simple potions (cost 300 and heal 20).

Go to Mt.Pyre,which is on route 112.Surf south and you'll find a mountain. Enter the mountain through the door. Then don't go through the rooms ..but instead go west, and then you will see a door. Go there and then climb up the mountain..be prepared for loads of Aqua members. When you're on the top, you'll have to battle/talk to the Aqua leader Archie. Then he will give you the blue orb! Just put Pokemon in your party and use Flash. See if any of them can use it. And Sceptile and Castform etc can use it. But I would recommend not putting it on Sceptile if you started with that because it can learn more moves that are MUCH better in battle (You can get it removed in Lilycove, Pokemon Emerald and maybe Ruby, Sapphire?)
