I found one by flying to Sootapolis then use Dive where you enter Sootapolis. Then whilst you are underwater go into the grassy areas and hold down L Whilst surfing through it. Hopefully a Relicanth should appear, but you must be patient because it is very rare there is only a 2% chance of finding one.

Pokemon shiny gold is not illegal. it was a fan-made ROM hack. no one took this from japan. the author (Zel) took a ROM of regular Pokemon gold (which also is not illegal) and hacked it to make it his own game. he even says that gamefreak made the game so its not like hes stealing the credit of making gold. if shiny gold was illegal, millions of people would be in prison/jail right now but funny thing, they're not. the only way it is illegal is if someone sells it to you. i would recommend you try it but it is difficult to get as there are many procedures you must do in order to successfully use it.
Shiny gold is a ROM hack of Fire Red, not gold, zel hacked Fire Red and remade gold himself bit by bit be accurate.
Also downloading roms is illegal, they are not freeware, shareware, or abandonware. You can spend probably a year in prision tops if you download tons of them, for the most part though you'll just pay a minor fee if they decide to put you up on charges. XD There are worse crimes.
