Once you have befriended a feebas you need to evolve it!
Go to the dungeon western cave and make sure you have a key. Go to the 59th floor! and use the key to unlock a box/Gate to get a beauty scarf, use this to evolove your Feebas.

The only way to save in Kingdom Hearts: CoM is to either A. Be in one of the white halls and save at the crystal at the next door, or B. Have a room card called Moment's Reprise (or something like that), and use it to create the room. The save point should be towards the back of the room in the back left corner. Make sure the room card has the correct number though, either a 0 or matching/exceeding the required amount, otherwise it won't work.

You must beat the game to be able to evolve anyone on your team and then get a fire stone, thunder stone, water stone, lunar ribbon, or a solar ribbon. Enter the cave with only the eevee you want to evolve. When you enter the cave, it will ask you if you want to evolve your pokemon, select yes. It will then ask you if you want to use an item for evolving, again, select yes. choose either the fire stone, water stone, or the thunder stone to get flareon, vaporeon, or jolteon. To get espeon and umbreon is a little harder. You need to raise eevees IQ to like arround 4 stars, and then use the lunar ribbon for umbreon and a solar ribbon for espeon.
You must have all 16 gym badges (Johto and Kanto) in order to encounter the birds. Articuno is at the bottom of Seafoam Islands (where Blaine's gym has moved), Zapdos is standing outside of the Power Plant near Cerulean City, and Moltres is in Mt. Silver (from what I've heard).
Like all legends, the three birds are very hard to catch. Don't worry if you defeat them without catching them, they will reappear in their spots once you redo the Pokemon League and beat the Elite 4 (which should be incredibly easy after all the levels you have raised when beating the Kanto Leaders).
To catch them you must either paralyze or put them to sleep. Paralyzing may not work on Zapdos since he is an Electric type, but that's what I'm guessing. Then deplete their health to the smallest you can. Then throw an Ultra Ball or a Dusk Ball (at night) at them. Hopefully you should be able to catch them or if you can't then use Master Balls, which you should use the one that Proffessor Elm gave you or go win the lottery in the Radio Tower.
Mew is on Buried Relic 36-98F. After beating Kyogre on Stormy Sea 40F, Buried Relic will open. In Buried Relic, you beat Regirock on 15F, Regice on 30F, and Registeel on 35F and gather the Rock, Ice, and Steel Parts to get a Music Box. Keep the Box in your Toolbox as you venture through Buried Relic 36-98F, and Mew will randomly appear as any wild Pokemon. It has less than 1% chance of appearing on any floor, so you have to be very patient. Sometimes it will use Transform and give away its presence, which makes things a little easier. Once Mew is successfully recruited, it will teleport you out of the dungeon gratis.
