You can't. Once you have been IP banned your computer will be blocked from ROBLOX unless admins let you back on, which is very rare

A script on Roblox runs on the server side then talks to the users. This allows it to address multiple users and manage the server. Local scripts run on a users computer then talks to the server. This allows for less lag in tools.

Give the server time to give you your badge. It may take time as the large number of users really takes its tool on the servers. You will get it within a day at most.

That is very hard, I would recommend you asking a very very good scripter to make on for you.
