Well, I'm confused. Are you asking about the cooling system overflow tank, or the fuel tank? FWIW, the auto cutoff is integral to the pump, not the car.

There is no simple switch that you can turn or a wire that you can plug in that will magically repair your horn, and as such there is no simple instruction for repairing the horn.

However, you should be able to do a little troubleshooting to see if you can identify the problem.

Use a volt meter to see if voltage is present at the horn when the horn button is pressed. That generally requires two people, so request the assistance of a friend for that step.

If no voltage is present at the horn, open the fuse box under the hood and locate the horn fuse and relay. Visually inspect the fuse and replace it if it has failed.

Again, have your friend press the horn button while you listen to the relay. There should be a faint click from the horn relay. If not, try trading relays with something else. There should be more than one relay with the same product number, pick an identical relay. Remember where you borrowed the relay so you can put it back; no point in making something ELSE go bad. If the relay is bad, buy a new one at the local auto parts retailer.

If you still aren't getting anything from the relay, you probably have a problem inside the steering column. If that's the case, DO NOT ATTEMPT TO REPAIR IT YOURSELF. The airbag is sensitive and can cause serious injury if you do not handle it properly. If you suspect that there are problems inside the steering column, take the vehicle to a qualified mechanic.

The hissing is part of the operation of the air conditioner. Remember back to your basic physics and chemistry classes; we were all taught about "Boyles law", where a gas will raise in temperature as it is compressed.

Your AC compresses the refrigerant, and it gets hot. The compressed refrigerant is routed through a "condenser coil" (basically just a specialized radiator) and cooled to the outside temperature.

Then the still compressed but now considerably less hot refrigerant is allowed to expand; that's when it gets cold. As the refrigerant expands it "hisses", just like air leaking out of an air compressor hose; but in this case it's all controlled and the refrigerant is still contained in the refrigeration system. The now cold refrigerant passes through ANOTHER specialized radiator called an expansion coil and air is blown across the outside of the coil.

That answers the hissing part of your question.

The "white smoke", isn't actually smoke; it's water vapor.

Your expansion coils get quite cold, and any moisture in the air will start to condense as the air crosses the cold expansion coils. Some of the condensate (water) drips harmlessly out the bottom housing of the expansion coil, through a tube that's designed to route the dripping water to the outside of your vehicle.

SOMETIMES the water will start to form visible water vapor, much like clouds in the sky. That should answer the other part of your question.
