As I recall, in the movie in question, the warden decided that in order for the reporter to really know what it was like to be on death row he would have to believe he was actually going to die. Just before the point where they were to flip the switch, they took off the "iron mask"and... you'll have to watch the movie to find out!

It is an ironic scene. when the people first came to the Ghetto some of them belived it was a good thing, they were only Jewish people there. The Jewish people thought it is sate there, when actually there was no future in the Ghetto, only death.
