At first, initial news reports belied it may have been heading to camp David in the mountains of Maryland because it was a key target and was very close to the crash site. Other belied it was heading to the White House or The Capitol Building in Washington because of their importance. At that time President Bush was not at either of the two sites.
After a long investigating, a comsioned report said it may have been heading for its initial destination, San Fransisco because of the amount of fuel in the tanks, but it would have had that much anyway because that was where it was heading in the first place.

San Fransisco- Golden Gate Bridge, Financial District, Bank of America Building, Transamerica Pyramid.
Las Vegas- The strip

Los Angeles- LAX, City Hall, Staples Centre, Hollywood, Financial District.
So, the most likely target was the CAPITOL BUILDING or CAPITOL GARDENS in Washington because it would have been packed with evacuated journalists and important goverment people. Not the White House because there was no-one of major authority or importance there like the President.

A lot of firemen, police, and workers in the twin tower also died because the firemen were trying to help the workers get out the bulding,same thing with the policemen, and the workers died because some people didn't get out on time, and the firemen and policemen did the same thing because they were trying to get the workers out the building, but they were too late because one of the twin towers was already coming down, so it was too late, and that twin tower that was coming down, they were in it, everybody was running holding their noses and covering their mouths so they made sure they weren't breathing in the toxic gases that could kill them, so almost 3,000 people were killed and some of those people were only hurt, from that day on 9/11 has been the anniversary of the dear missed firemen,policeme,and workers.9/11 was one of the worst days in America's whole history.
