How does someone become a sister wife?
To become a sister wife, you must marry a man that is already married to someone else. You would need to find and contact a family or religious organization that believes in and performs polygamous marriages (also called "plural marriages"). This can be difficult since polygamy is illegal in the US, Canada, and Europe, but with some good online searching, they can be found. Typically in western countries polygamy is practiced for religious reasons (in Africa and Asia it is usually just a custom) so you would probably have to convert to the religion before being considered eligible for entering a polygamous relationship and becoming a sister wife.
Sister wives join families either through the courting of the husband or by expressing to the family that they are interested in joining. Some polygamous groups also believe in arranged marriages. It all just depends on the custom of the family or group.
Why is there a show Sister Wives if it's illegal?
Just because something is illegal doesn't mean it can't be shown on television. For example, there are shows such as "Addicted" and "Intervention" which show people on screen doing drugs. The shows "Beyond Scared Straight" and "World's Strictest Parents" show teens drinking, smoking and discussing other illegal activity they are involved in. So long as the people filmed agree to allow the network to use the footage, it can be shown on air.
In the case of "Sister Wives", the Browns and the TLC network know that polygamy is illegal, but the Brown family decided it would be a chance to make a positive impact by 'coming out' and showing their lifestyle to viewers.

Jeffs and his community are specifically discussed on the episode "Polygamist Cults," the 15th episode of the third season, in which Aspyn, Logan, and Madison go to Utah to serve a charity that helps people escaping dangerous polygamist situations. The FLDS polygamist community is also brought up again in the ninth episode of the fourth season, called "Sister Wives on the Ropes." In that episode, the sister wives and Kody take part in a debate at the University of Nevada - Las Vegas about the nature of polygamy. Opposing the Browns in the debate are members of different polygamist groups, including one from the Warren Jeffs community.
The Brown Family on Sister Wives are members of the Apostolic United Brethren church. This church believes that the marriage ceremony is very sacred and therefore does not allow any cameras in the ceremony, nor do they give the details of it to others. It is also traditional that only a small group of close friends or family who are members of the faith will attend the ceremony. Unlike traditional western wedding ceremonies, where a bride walks down the aisle and greets her groom, the wedding ceremony for the Brown's faith involves much less fanfare. It is very simple, the groom and his other wives will meet the new wife in a small room with an altar and the marriage officiant, who will pronounce a blessing on them as they kneel at an altar.
