Weapons can't be organized but people can be. Bundy is classified as an 'organized' killer. He came prepared with weapons and plan and made few mistakes which was why he was so hard to catch. Organized killers usually have higher than normal IQs, and they leave little evidence behind.

They are all sociopaths or psychopaths.

At present, there is very little that could have been done to prevent Bundy from becoming what he was. There are certain behaviours that most serial killers have in common. They are like red flags, indicators of the trouble ahead. Bed wetting, cruelty to animals, fire starting, lying, petty theft, dysfunctional family environment, physical and sexual abuse as young children, voyorism, inability to connect with other people such as friends. In Bundy's case there were problems even at the age of three. As his aunt lay on a sofa taking a nap little Teddy placed knives from the kitchen all around her body. She awoke to find the knives and Ted grinning at her. That behaviour for such a young child is chilling.

There may be a time in the future where identifying serial killers before they begin to kill is possible. For now, law enforcement catch them as fast as is possible, before the body count gets too high.

Most notably, he left a trail of dead women. I have yet to find a place that Bundy lived or visited that someone did not end up dead.

I have seen several different totals that may or may not be accurate. Those figures were between $500,000 and $1.5 million. That's a lot of money for crimes that were never tried in the state of Washington. As far as I know, no charges were ever brought against Bundy in Washington. He did confess to many of the killings within the state which enabled local law enforcement to clear up open and very cold cases and bring some closure to the families and friends of the victims.
